Rowland Strategies, a grassroots and public relations firm, and Fells Cobble, a creative and advertising agency, are proud to announce that they have merged into one entity: Fells Group.
In 2018, Jonathon Rowland and John Rohrer left their jobs, built a partnership in a narrow Fell’s Point rowhouse living room, found a handful of clients – many of which remain, kept expenses low, and got to work on projects across mediums and sectors. Four years later, this collaboration has transformed into a $2 million enterprise, Fells Group.
Effective public affairs campaigns require that creative and compelling communications be delivered across an array of multimedia and grassroots mediums. The merging of Rowland Strategies and Fells Cobble ensures that strategic services will be better integrated and expanded.
Fells Group is a national public affairs agency based in Baltimore that serves non-profit, political, and corporate clients in the areas of grassroots advocacy, multimedia production, traditional and digital advertising, and press communications.

With over 12 years of experience in paid canvass, mail operations, media relations, strategic ballot initiatives, corporate grassroots advocacy, and PAC management, Jonathon delivers media, government affairs, and grassroots consulting to a range of clients. He has implemented high-profile campaigns for Obama 2012, Everytown for Gun Safety, and Next Generation Climate Change as well as several high-profile corporate clients. Jonathon is focused on strategies that build strong community relationships and directly relay effective messaging to legislators’ employers: their constituents.
Jonathon maintains a strong national network of thought leaders & political operators from his work throughout the country implementing high profile campaigns. Jonathon brings that network as knowledge to bear for Fells Group and its clients. He is also very active in Maryland Democratic politics – serving on the board of the Maryland Democratic Business Council, and the Maryland Democratic Party Asian American Pacific Islander Diversity Leadership Council. Additionally, Jonathan is a co-founder of AA MOVE, a non profit that works to raise the profile of Asian American Native Hawaiian and Pacific Islander (AANHPI) community and their needs through civic participation and political empowerment.
Jonathon is a proud graduate of Murray State University and enjoys fishing the Chesapeake Bay in his trusty pedal kayaking and hiking through Maryland’s premiere system of public lands.
John first found his love for Maryland politics wandering the halls of Annapolis and cracking crabs at MACo with his father – a budget analyst who worked with and mentored legislators across the spectrum. He then designed his first political flyer for John Kerry in middle school – following the Catholic Democratic values of his mother. Nothing in politics or public affairs is certain, so after stints in the United States Senate, a national digital advertising firm, an international Catholic non-profit, and Baltimore’s legendary KO Public Affairs – he started his own agency, Fells Cobble.
Over the last decade, John has been a multimedia planner, video producer, and creative designer for a variety of organizations: statewide and local political campaigns, Fortune 100 companies, and respected local and international non-profits. A message is only as compelling as its presentation — it is with this in mind that John works with clients to ensure that their advertising aligns and empowers the larger communications strategy.
John is proud to have graduated from the Jesuit institutions Gonzaga College High School and Loyola University Maryland – AMDG. He is a member of the Greater Baltimore Committee – an organization dedicated to supporting businesses big and small in the Baltimore region.
